Tribe Implements COVID-19 Assistance Program

July 6, 2020

Dear Miami Tribe of Oklahoma Tribal Member:

As you will recall, on March 13, 2020, President Donald J. Trump declared a nationwide State of Emergency as a result of the coronavirus, COVID-19 pandemic. In late March Congress enacted the Coronavirus Aid, Relief, and Economic Security (CARES) Act, which established a Corona virus Relief Fund to distribute federal funding to Tribes based on population and employee demographics. The Tribe received CARES Act funds in late May and mid-June and have worked to budget the funds in compliance with Department of Treasury guidance.

The Department of Treasury has disallowed per capita type payments by Tribes to tribal members but does allow financial assistance under a tribal general welfare program if a tribal member demonstrates a loss of income and/or COVID-19 related expenditures.

Under the Miami Tribe of Oklahoma General Welfare Ordinance the Tribe has implemented a COVID-19 Public Health Emergency Family Assistance. Program. Through this general welfare program, the Tribe may provide a one-time benefit of $1,200 per enrolled tribal member 18 years of age and older, and $500.00 for each enrolled tribal member child, if said member can demonstrate a loss of income or COVID-19 related expenses between March 1, 2020 and September 11, 2020. This is not a per capita payment, this is a welfare benefit based on need.

If you would like to apply for the one-time COVID-19 Public Health Emergency Family Assistance. Program welfare benefit, please complete the enclosed application and return by September 11, 2020. Please read the instructions carefully. Applicants must fully complete the application and provide information in every space required. Applicants must sign the document certifying the loss and need for assistance and must return the application postmarked or emailed on or before September 11, 2020. Applications that are incomplete or received with a post mark after September 11, 2020 will not be processed.

A second one-time funding is available for low to moderate income households who can demonstrate COVID related expenses September 12, 2020 to November 30, 2020. Please download an  application form and information or call the Adult Services Department at 918-541-13 89. This one-time funding for low to moderate income households is available on a first come, first serve basis until funding is depleted.

The COVID-19 pandemic has been a difficult time for all of us. We hope this letter finds you safe and your family well. Should you have any questions, please call the Adult Services Department at 918-541-1389 or email questions to COVIDGRANT@miamination.com.

Best wishes for your health, safety and well-being.

Respectfully, Douglas G. Lankford, Miami Tribe of Oklahoma
